The principle has been known since the introduction of the "Yellow Bag" and the "Green Dot" in 1991: Manufacturers and distributors of packaging are responsible for its final disposal and pay for it. As of 2019, the legislator has tightened the reporting obligation for the companies concerned and set up a public register. Manufacturers and so-called "first distributors" of packaging must register in the LUCID packaging register of the Stiftung Zentrale Verpackungsregister Stelle (ZSVR) and indicate which packaging has been put on the market by them and to what extent. The register thus created is public and the greater transparency is intended to improve payment behaviour and fairness of payment. The foundation is faced with the great challenge of evaluating the notifications received and taking action in the event of under-reporting or failure to report.
BI-architecture with Data Warehouse and Data Lake
With the mass of messages and parameters that arise, data evaluation is particularly complex and a powerful analysis structure is required. In order to create and put it into operation, the ZSVR Foundation commissioned the IT management consultancy noventum consulting. For many years noventum has stood for sophisticated business intelligence and analytics projects based on the Microsoft Business Intelligence Platform and was thus awarded the contract for this important project in the role of general contractor. noventum is strengthening its team with the Cloudera expertise of sopra steria consulting in order to provide the foundation's data scientists with an optimal basis for monitoring compliance with the Packaging Act.
The planned BI architecture is to have a broad technological base due to the amount of data and the open perspective on future evaluation modes. The components Data Warehouse and Data Lake both have their own role and authorization in the overall concept. The Data Warehouse collects data from different sources and converts it into structures and formats that allow immediate evaluation. The Data Lake, on the other hand, stores data in its original format and completely in such a way that it is available for any subsequent evaluation. The basic architecture of the analysis environment is designed for flexibility and future diversity of use.
complex architecture and agile project management
noventum conceives and realises the project in close cooperation with the project team of the foundation "Zentrale Verpackungsregister Stelle". Due to the not yet narrowly defined target scenario, the team uses agile project management methods and continues the project steps in "Sprints".
Free data scientists and binding reporting - also a question of governance
An important sub-project for the entire project is the establishment of data governance tailored to the specific situation. The high degree of freedom of the architecture as well as the variety of analysis objects, which is not yet foreseeable today, require special care here. In the end, governance must ensure the interaction of all architectural components - classic data warehouse and data lake - as well as the coordination of all roles of the organization involved.
The challenging project of the "Stiftung Zentrale Verpackungsregister Stelle" is currently designed to run until early 2021.
Centre of Packaging register
The foundation "Zentrale Stelle Verpackungsregister" is located in Osnabrück. Its founders are the Federal Association of the German Food Industry (BVE), the German Retail Association (HDE), the IK Industrial Association for Plastic Packaging and the German Brands Association. Since the Packaging Act came into force on 1 January 2019, the ZSVR has been the authority entrusted with the task of ensuring greater transparency and control in packaging recycling. To this end, it maintains a packaging register of all legally obligated companies from industry and trade, compares the quantities of manufacturers and systems and ensures more recyclable packaging design with standards. Gunda Rachut, a lawyer, is the chairman of the foundation.
